Misguided Water Policies

Bloomberg Distinguished Professor Paul Ferraro wrote a column for Bloomberg this past summer about possibly misguided efforts to improve water efficiency in domestic agriculture. “The assumption that such spending [on water-saving methods] automatically leads to reduced water use,” Ferraro states, “is not grounded in theory or evidence. In fact, improving efficiency may fail to deliver large water savings and even, paradoxically, increase use.”
